Federal rules · 23 CFR 680

Every federal rule, built into our software.

We checked our software against all 83 parts of the federal charging rule and built what was missing. Grant agencies get stations that follow the rules from day one. For you, that means the grant money stays in place and the station stays open.

§ 680.116(b) · Uptime

Each charger must work 97% of the year.

The government counts all 525,600 minutes in a year. A charger only counts as working if it actually charges cars. Some outages don't count against you, but only if you record proof when they happen. Try it below.

uptime = ((525,600 − (outage − excused)) ÷ 525,600) × 100
The formula in § 680.116(b)(3), checked every month over the past 12

Power outages, problems with the car, planned maintenance, vandalism or natural disasters, if you can show the charger would have worked.

Rule by rule

Where each rule lives in our software.

We own the software, so when an agency asks for something new, we update it ourselves. No waiting on another company.

§ 680.116(b)

Uptime, the official way

We track every charger using the government's formula and record why each outage happened, as it happens.

§ 680.116(b)(1)

"Working" means charging

A charger only counts if it actually charges at full speed, not just because it's online.

§ 680.112

Automatic reports

Quarterly and yearly reports built from real data, checked and dated automatically.

§ 680.116(c)

Open public data

Location, price and live status shared free with map apps, with no sign-up needed.

§ 680.114(e)

Works offline

If the internet drops, drivers can still start and finish a charge.

§ 680.114(a)(1)

Secure connections

Each charger has its own digital ID. A fake one gets turned away.

§ 680.108(b)–(c)

Works with other networks

Drivers can use the charging app or account they already have.

§ 680.106(f)

Pay without an app

Tap a credit card with no membership, or start and pay by phone call or text.

§ 680.106(f)(4)

Easy for everyone

Screens in English and Spanish, easy to read and usable with screen readers.

Who has to follow it

When the rule applies.

It covers chargers paid for with federal highway money, like NEVI. We run every station to this standard anyway, so any site can qualify later without a rebuild.

  • At least four chargers per highway site, each able to deliver 150 kW at the same time (§ 680.106(b), (d))
  • Within one driving mile of a major highway exit, under NEVI program guidance, measured by road
  • The price per kWh shown before the charge starts (§ 680.116(a))
  • Quarterly, yearly and one-time reports through the federal EV-ChART system (§ 680.112)
  • Certified electricians for installation and repairs, such as EVITP (§ 680.106(j))
